In order to prevent the theft and resale of vehicle components by so-called "Chop Shops", the NHTSA has enacted the Motor Vehicle Theft LawEnforcement Act. This law requires that major components be marked with their respective V.I.N. It applies to Cabriolet and Scirocco, 1987 and later Model Years..

The following originally installed parts will be factory marked by a tamper-proof label using the full seventeen character V.I.N. and "VW" symbol:

1. Engine
2. Transmission
3. Right front fender
4. Left front fender
5. Hood
6. Right front door
7. Left front door
8. Front bumper
9. Rear bumper
10. Right rear quarter panel
11. Left rear quarter panel
12. Decklid (Cabriolet) or
Hatchback (Scirocco)

The Motor Vehicle Theft Law Enforcement Act also requires that, as of April 24, 1986, all REPLACEMENT Spare Parts for the above listed components must be marked by the factory with a tamper proof label, bearing the "VW" symbol and an "R" designation. This identification of spare parts is a further effort to prevent the usage of bogus replacement components (from stolen vehicles).
Instructions For Body Shop Personnel:

The replacement pad identification label is covered with a clear mask, which protects it during body shop repairs.

If, in the course of such repairs, the label is painted over or covered with undercoating, THE CLEAR MASK MUST BE PEELED OFF TO MAKE THE LABEL VISIBLE BEFORE THE VEHICLE IS DELIVERED TO THE CUSTOMER.
