Air Flow To Center Vents Cannot Be Adjusted

Test requirements:
- Fuse No. S140, S6 and S16 OK
- Check DTC memory with VAG 1551 Scan Tool (ST), no DTCs recognized.
- Engine running
- Vacuum being built-up

Test sequence:
- Adjust air flow to instrument panel outlets (air flow direction indicated on A/C control head display)
- Check components and specified functions listed below.
