Introduction
A new cruise control computer has been developed for 1998 - 2000 model year RAV4 vehicles equipped with automatic transmission. While the cruise control is engaged, the new ECU improves the upshift delay from 3rd to 4th gear after the vehicle comes over the crest of a hill. To improve this condition, replace the cruise control ECU and inspect the cruise control actuator cable adjustment as shown in this bulletin.

Applicable Warranty*:
This repair is covered under the Toyota Comprehensive Warranty. This warranty is in effect for 36 months or 36,000 miles, whichever occurs first, from the vehicle's in-service date.
* Warranty application is limited to correction of a problem based upon a customer's specific complaint.
Repair procedure
After replacing the cruise control ECU, perform the cruise control actuator cable adjustment procedure, as necessary.
1. Confirm cable free play:
A. Eliminate slack of the inner cable by pushing it towards the actuator until it stops. While the cable is held tight, mark the position of the cable by using tape.
B. Pull the inner cable toward the throttle cam and measure the free play between the tape mark and the outer cable tip.
2. Adjust cable free play:
A. Loosen the throttle cam side lock nut and adjust the free play to 1 or 2 mm. (Please refer to the illustration above)
B. Tighten the actuator side lock nut.
Torque: 12 Nm (8 ft.lbs)
C. Confirm free play of 1 to 2 mm.
