CONDITION
General Motors has determined that certain 1986 Cutlass Ciera models equipped with a 2.8L V-6 engine (VIN Code X) with Federal emissions and air conditioning may have been manufactured with an incorrect fast idle solenoid relay assembly which may affect driveability and engine idle and, therefore, may not comply with exhaust emission standards.
VEHICLES INVOLVED
Certain 1986 Cutlass Ciera models equipped with a 2.8L V-6 engine (VIN Code X) with Federal Emissions and air conditioning within the following serial numbers:

DEALER ACTION
Dealers are to install a new fast idle solenoid relay assembly, part number 10038792, as described in the Service Procedure Section of this bulletin.
Dealers are to perform this recall campaign at no charge to the owner on affected vehicles regardless of time, mileage, or ownership, and are to correct all affected vehicles in dealer new and used car inventory prior to sale.
Whenever a vehicle subject to this campaign is taken into your new or used car inventory in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Dealers are to perform the campaign service on all affected vehicles as they are brought in for any kind of service until all affected vehicles have been corrected.
SERVICE PROCEDURE
1.. Install seat and fender covers.
2. Open hood and disconnect negative battery cable from battery.

3. Locate and remove existing fast idle solenoid relay (refer to Figure 1).
4. Install new fast idle solenoid, part number 10038792, and reconnect negative battery cable.
5. Install Campaign Identification label. Each vehicle modified in accordance with the instructions outlined in this Emission Campaign Bulletin will require a Campaign Identification label. Each label provides a space to include the five (5) digit dealer code of the dealer
performing the campaign service. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the radiator upper mounting support and apply the campaign label where it is readily visible.
6. Remove seat and fender covers and close hood.

To correct this condition, your dealer will replace the fast idle solenoid relay assembly. This service will be performed at no charge to you.
Instructions for making the correction have been sent to your Oldsmobile dealer. The labor time to perform this service is approximately 10 minutes. Please ask your dealer if you wish to know how much additional time will be necessary to process your vehicle.
The enclosed Owner Reply Card identifies your vehicle. Presentation of this card to your dealer will assist in making the inspection to your vehicle in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid Owner Reply Card and returning it to us.

Oldsmobile Division is releasing Campaign 86-E-01 involving certain 1986 Cutlass Ciera models equipped with a 2.8L V-6 engine (VIN Code X) with Federal emissions and air conditioning. These vehicles may have been manufactured with an incorrect fast idle solenoid relay assembly which may affect driveability and engine idle and, therefore, may not comply with exhaust emission standards.
To correct this condition on vehicles involved, dealers are to install a new fast idle solenoid relay assembly as described in the Service Procedure Section of Emission Campaign Bulletin 86-E-01.
If your dealership has vehicles involved in this campaign, you will receive the following: one printout of vehicles in VIN sequence and one printout of vehicles in alphabetical sequence by owner name.
These printouts contain the complete Vehicle Identification Number and owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data will enable dealers to follow up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the followup necessary to complete this campaign.
