This bulletin cancels and replaces Dealer Management Bulletin 90-I-03 which may be discarded.
Procedures for obtaining replacement digital instrument clusters used in the 1986-1990 Toronado models and 1983-1987 Cutlass Clera models have been revised to the instructions listed in the bulletin effective immediately.
Replacement Instrument clusters may be obtained from VDO-Yazaki using the following procedure:
1. Call the VDO-Yazaki Service Center at (703) 665-2446,or 2447, 7:30 a.m. to 4:30 EST Monday through Friday and order the appropriate part number.
2. VDO-Yazaki will request the following information:
- Dealer code
- Dealer's shipping address
- Vehicle identification number
- Cluster part number
- Owner comment or observed condition
- Diagnosis used to determine the cluster required replacement. VDO-Yazaki is staffed by trained technicians who will attempt to confirm the condftion is cluster related and not car system related. The technician or shop foreman should be on-hand when calling to answer their questions regarding the diagnosis.
- If the condition involves the odometer, a mileage figure will be required. The replacement cluster will be shipped with mileage pre-set.
VDO-Yazaki will ship replacement clusters C.O.D. The C.O.D. price will be the "repair charge" and "core charge" listed plus freight. The cluster will be sent UPS next day shipping.
Included with the replacement cluster will be a computer-printed form. To obtain the core refund, this form must be filled out completely and returned with the inoperative cluster to VDO-Yazaki in the shipping container. The inoperative cluster is to be shipped UPS prepared to following address:

When the repairable cluster is received by VDO-Yazaki, payment will be issued to the dealership in the amount of the core charge. Warranty claims should include the part number, parts dealer net price plus
30% (see chart below), shipping charges listed in the sublet, applicable trouble code, labor operation number, and labor time.
In the event an exchange cluster is not available, the inoperative cluster identified with the service activity number should be shipped to VDO-Yazaki UPS prepaid for repairs.
Replacement for damaged clusters due to collision, fire, flood, etc. are to be ordered from GMSPO using normal parts ordering procedures. If invoice payment or core clusters are not returned to VDO-Yazaki within 30 days, the service center will forward the documentation to Oldsmobile for billing to the dealer through the open account statement.
C.O.D. amount includes 20.00 shipping, 3.30 C.O.D. fee, dealer net price plus the core charge.
