CONDITION

General Motors has determined that certain 1983 Cutlass Cieras equipped with 3.0L Federal/California V-6 engines may be emitting pollutants in excess of Federal/California Emission Standards. The EGR vacuum source hoses located in the emission harness at the EGR solenoid may be plugged and not allowing the EGR valve to operate, resulting in an increase of exhaust emissions.

To correct this condition on these vehicles, dealers are to inspect the EGR vacuum supply hoses and clear the restriction as instructed in the Service Procedure of this bulletin.

VEHICLES INVOLVED

Certain 1983 Cutlass Cieras equipped with 3.0L V-6 (VIN E) engines within the following serial numbers:

Dealers are to perform this recall campaign at no charge to the owners on affected vehicles, regardless of time, mileage or ownership, and are to correct all affected vehicles in dealer new and used car inventory prior to their sale...

Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or it is in your dealership for service in the future, you should take the steps to be sure the Campaign correction has been made.

SERVICE PROCEDURE

1. Raise vehicle hood and cover fender.

2. Inspect emission harness connector at the EGR solenoid. Refer to Figure 1.

a. If connector has two hoses as shown, hoses must be checked for restrictions, proceed with step 3.

b. If connector has four hoses, no further action is required except to install a campaign identification label, proceed to step 8.

3. Remove air cleaner wing nut, lift air cleaner assembly from carburetor and position toward front of vehicle to expose EGR valve solenoid. Refer to Figure 1.

4. Remove the emission harness connector from the EGR solenoid.

5. Insert an awl or small screwdriver into both solenoid hoses as shown to clear any restrictions. Refer to Figure 2. Be careful not to puncture wall of hoses.

6. Check to be sure that hoses are not plugged by blowing air through them. If required, repeat step 4. Reinstall harness connector on solenoid.

7. Reinstall air cleaner assembly being sure all hoses are connected and the PCV valve is installed in the intake manifold.

8. Install a campaign identification label. Each vehicle modified in accordance with the instructions outlined herein will require a campaign identification label. Each label provides a space to include the campaign number, the five (5) digit Dealer Code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean the surface of the fan guard and apply the campaign label.
