A/C - Improving Poor Initial Cool Down Performance

INSUFFICIENT A/C COOL-DOWN PERFORMANCE
PURPOSE
This bulletin contains procedures for improving the initial cool-down performance of the air conditioner on certain early production 1999 Galant vehicles.
BACKGROUND INFORMATION
Symptom/Condition
Some customers may complain that the passenger compartment does not cool down to a comfortable temperature during high ambient temperatures. This condition may occur even if the air emitted from the ducts seems somewhat cool.
Cause
Insufficient cool-down can be caused by the condenser cooling fan duty cycle.
Remedy
This bulletin contains field fix procedures to increase the duty cycle of the condenser cooling fan and improve cooling efficiency and cool-down performance. If a customer complaint is received for the symptom listed above, please recommend the use of the "inside air (recirculation) position" to the customer. If this does not improve the condition, proceed with the following steps.

PROCEDURES
Performance Temperature Chart
1. Conduct the performance test as instructed on page 55-20 of the 1999 Galant Service Manual, Volume 3. Please disregard the performance temperature chart on this service manual page, as it is incorrect. Please refer to the updated chart above or the information in the TSB-99-55-003 service manual revision.
NOTE:
During the test, the air control must be in the "inside air (recirculation) position" with the windows closed. Set the blower fan switch on "4 " (fast). The engine speed should be set at 1500 r/min.
2. If the performance test is out of specification, perform the normal A/C troubleshooting steps to repair the vehicle. If the test is normal, proceed with step 3.
3. Remove the following parts in the indicated order: (1) front driver's side under cover, (2) center panel assembly, (3) glove box, (4) I/P side cover [RH], and (5) front passenger's side under cover. (Refer to Group 52A, Instrument Panel Removal, in the service manual).
4. Locate the A/C controller as shown in the illustration above.
5. Disconnect the heater resistor connector then move the connector harness out of the way to access the A/C controller.
6. Disconnect the A/C controller connector. Locate the light blue/white wire on the harness side. Cut the wire about 1 inch from the connector. Use electrical tape to cover each end of the open wires.
NOTE:
Cutting this wire will allow the A/C controller, under certain conditions, to increase the speed of the condenser cooling fan.
7. Reconnect the connector to the A/C controller then reconnect the heater resistor connector.
8. In the reverse order of removal, reinstall the I/P components removed in step 3.
9. Test to verify improved A/C cool-down performance.
