Recall - Incorrect VECI Label/Calibration: Overview

Involved are a limited number of 2006 model year Isuzu Ascender (UT) vehicles (approximately 280). Validate the vehicles VIN through Isuzu Communication System (ICS) Vehicle Inquiry or IsuzuONE.com Vehicle Inquiry.
Service Information
Condition:
Due to an ordering error, certain 2006 Isuzu Ascender vehicles were delivered to dealers in California and two Northeast States (Massachusetts and New York) with the Federal Emissions Calibration Software and Federal Emissions Label, a limited number of which have been sold to customers. Because of this ordering mistake, the affected vehicles are not in compliance with certain regulations of the California Air Resources Board ("CARB").
Correction:
Reprogram the affected vehicles with the correct calibration for California emission compliance and replace the Federal Emission Label with the California Emission Label in accordance with the Service Procedure below.
NOTE:
California dealers must issue a "Proof of Correction Certificate" to owners of the affected vehicles after completing the work specified below. Advise the Isuzu owner to keep the certificate as the California Department of Motor Vehicles may ask for proof of this campaign completion before renewal of the registration.
IMPORTANT:
Dealers must fill out every field on the Proof of Correction Certificate.
Dealer Responsibility
Isuzu dealers are required to service all eligible vehicles at no charge to the owner, regardless of mileage, age of vehicle or ownership.
Whenever a vehicle subject to this campaign is in a dealer's vehicle inventory, or arrives at the dealership for service, the dealer must take the necessary steps to ensure that this campaign correction has been made before selling or releasing the vehicle.
Each Isuzu dealer will be supplied a copy of the AIMI Campaign Report (AWS-123-1A) listing affected vehicles assigned to that dealership. The report contains VIN and detailed owner information obtained from state motor vehicle registration records. The use of such motor vehicle registration data for any other purpose is a violation of the law in several states. Accordingly, dealers are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
Owner Notification
Isuzu Motors America, Inc. will send a notification letter to owners of affected vehicles already retailed (Copy of owner letter shown in this bulletin). Dealers should follow up with vehicle owners by sending a Campaign Reminder Notice (AIMI SVCF-1052) to all vehicle owners listed in the AIMI Campaign Report (AWS-123-1A). Dealers may obtain these postcards from their Regional Office.
In order to ensure full protection under the emission warranty, and the right to participate in future recalls, the customer notification letter recommends that customers have their vehicles serviced as soon as possible. It also advises that failure to do so could legally be determined to be lack of proper maintenance. The vehicle may fail a state or local emission inspection test if the recall work is not completed.
Applying the Emission Label
1. The emission labels are VIN-specific and unique to each vehicle. Each emission label is coded with the last 8 digits of the VIN for the vehicle affected by this bulletin, located next to the bar code. Match the VIN-specific label to the VIN of the vehicle and set aside. If the correct emission label is not found, contact Isuzu Owner Relations at 800-255-6727. After appointment is made with customer, Isuzu will provide you (the dealership) with the specific emission label that is applicable to your customer's vehicle.
2. Open the hood.
3. Locate the existing emission label on the engine air filter box.
4. Remove label and clean area to remove dirt, oil, and other contaminants.
5. With area dry and clean, apply the new label by removing the backing and placing on top of the air box cover. Make sure label is placed topside up so that it is readable.
6. Beginning at the center of the label and using a clean, dry cloth, smooth and secure label. Any air bubbles can be removed by puncturing with a needle and smoothing with a cloth.
7. Close the hood.
NOTE:
Do not attempt to remove or loosen the new label once it has been applied, as this will deface the label.
Courtesy Transportation
If needed, dealers are to provide customers affected by this Campaign with a shuttle service or ensure that some other form of courtesy transportation is available and will be provided to the customer at no charge.
Applying the Campaign Label
Affix the campaign label P/N 2-90028-700-0 adjacent to the manufacturer's identification label located inside the driver's door. Using a ballpoint pen, fill in the label following "Campaign Number" with the text "EMISSIONS LABEL/CALIBRATION", as well as your Isuzu dealer code and the repair date.
California Vehicles Only
When a California emissions campaign is completed by an Isuzu dealer, the dealer must provide the vehicle owner a "Proof of Correction Certificate", which the owner may need to present to the California Department of Motor Vehicles (DMV) when renewing their vehicle registration. Without this correction certificate, the owner may be unable to renew their vehicle registration. As set forth in the sample owner notification letter, the owner will need to submit the correction certificate to the DMV only if the DMV requests it. Otherwise, we recommend that owners keep the certificate for their records.
