Absence of Intentional Set Seat Belt Feature (Replace with New Belts)

Condition
Some owners may express concern that their vehicle does not have intentional set seat belts. This feature was included on some early 1994 models and the Owner's Manual states that the vehicle "may" be equipped with this feature. Many owners were expecting or were told that their vehicle would be equipped with this feature. Additionally, some owners experience belts rubbing across their neck or excess pressure on their chest from belts without this feature, and are looking for this feature as a repair for their concern.
Correction
Service parts with the intentional set feature are available through GMSPO to address owner concerns. Belts should be replaced using the procedure outlined below. These belts cannot be installed in 1992 or 1993 models.
Service Procedure
Remove or Disconnect
1. Carpet retainer, using special tool J 23457 or equivalent, and remove bolt securing floor retractor to inner rocker.
2. Screw from headrest guide loop on seatback and slip belt out of guide.
3. Remove rear seat and seatback. Refer to Section 10-10.
4. Quarter trim panel. Refer to Section 10-7.
5. Shoulder belt to headlining escutcheon.
6. Rear courtesy/reading lamps. Refer to Section 10-9.
7. Lower partial headliner. Refer to Section 10-9.
8. Bolts securing upper retractor.
9. Lap and shoulder belt retractor assemblies.
Installation
1. Locate connector in upper roof panel. Connector is found on a white and orange wire wrapped in black tape. Connect wire to new upper retractor.1-1
2. Position retractor in proper location and follow proper torque sequence below.
Notice:
During installation of retractor to roof, the two bolts must be sequenced to ensure that retractor damage does not occur.
^ Install slotted hole bolt 1/4 way.
^ Install net bolt to specified torque 20-28 N-m (26-35 lb.ft.).
^ Install slotted hole bolt to specified torque
20-28 N-m (26-35 lb.ft.).
3. Install headliner and courtesy/reading lamps.
4. Install shoulder belt to headlining escutcheon.
5. Install quarter trim panel.
6. Install headrest guide loop on seatback with seat belt.
7. Install floor retractor to inner rocker and torque bolt to specified torque 20-28 N-m (26-35 lb.ft.).
8. Verify intentional slack feature operation.
A. Enter vehicle and buckle up. Set intentional slack in shoulder belt by extracting all webbing from retractor, giving a slight tug right before it reaches the end. Allow webbing to retract slowly back to your shoulder, (ratcheting sound indicates feature has been activated). Pull shoulder belt forward no more than 25 mm (approximately 1 inch) to set slack.
^ When the seat belt is unbuckled, the slack feature must cancel.
^ When the left seat belt is being tested and the left door is opened, the slack feature must cancel.
^ When the right seat belt is being tested and the right door is opened, the slack feature must cancel.
